Diplomacy of a not very conscientious kind had brought about a treaty in Zurich, in which every single statute stood in direct contradiction, both to the facts then already accomplished, and to the intentions of most of the Powers.

It was as if the world were to be officially persuaded, that, what had hitherto been understood by the venerable name of international right, was now nothing more than a juggling trick of the autocrat on the Seine. In order in some measure to gloss over the falsity of the settlements of the peace of Zurich, the solution of the Italian question was reserved for a universal European Congress, to which Austria and France jointly were to summon the Great Powers.
